Clinton, a Democrat hailing from Arkansas, assumed office after triumphing over Republican incumbent president George H. W. Bush and independent businessman Ross Perot in the 1992 presidential election. Four years later, he secured re-election in the 1996 presidential election, defeating Republican nominee Bob Dole and Perot once more (who was then the nominee of the Reform Party). During Clinton's presidency, the Democratic Party maintained their majorities in the House of Representatives under Speaker Tom Foley and in the Senate under Senate Majority Leader George J. Mitchell throughout the 103rd U.S. Congress. Clinton was constitutionally restricted to two terms (the first re-elected Democrat President to face this limitation) and was succeeded by Republican George W. Bush, who emerged victorious in the 2000 presidential election.
