United States Broadside approved by George Washington with printed signature. Exceptional!

Racial unrest plus Britain's invasion of French Hispaniola, home to both Haiti and the Dominican Republic, created chaos on that island. As the Act notes, "The disastrous situation of the town of Cape-Francois, in the island of Hispaniola, compelled sundry vessels belonging to citizens of the French Republic, to take refuge within the ports of the United States." Without remission of fees, they would be liable "by law to the payment of foreign tonnage." This scarce Act was approved by President Washington on March 7, 1794, and signed in type by him, Vice President Adams, and Speaker Muhlenberg.
