Letter written and signed by John Perkins, Jr. John Perkins Jr. (July 1, 1819 – November 28, 1885) was an American politician who served as a U.S. Representative from Louisiana. Born in Adams County, Mississippi, Perkins was the son of John and Mary (née Rives) Perkins. He received his early education from private tutors before graduating from Yale College in 1840, where he was a member of the Skull and Bones Society. Perkins continued his education at Harvard Law School, graduating in 1842 and being admitted to the bar in 1843. He began practicing law in New Orleans and also engaged in cotton planting.

In 1851, Perkins was appointed as a judge for the circuit court covering Tensas and Madison Parishes. He was elected as a Democrat to the Thirty-third Congress, serving from March 4, 1853, to March 3, 1855, but did not seek renomination in 1854. He chaired the state secession convention in 1861 and served in the Confederate States Congress from 1862 to 1865. After the Civil War, Perkins traveled extensively in Mexico and Europe. Returning to the United States in 1878, he spent his final years in Louisiana and Canada.
