He held the position of Secretary of the Navy during the initial term of President Grover Cleveland from 1885 to 1889. As a conservative reformer, he was identified as a Bourbon Democrat.

Flora Payne Whitney (January 25, 1842 – February 5, 1893) was an American socialite and philanthropist, originally hailing from Cleveland, Ohio, who relocated to New York City and became part of the Whitney family through marriage. She was the offspring of Henry B. Payne, a U.S. Senator, and the spouse of William Collins Whitney, the Secretary of the Navy.

Henry Morrison Flagler (January 2, 1830 – May 20, 1913) was an American industrialist and co-founder of Standard Oil, initially established in Ohio. He played a pivotal role in the development of Florida's Atlantic coast and was the founder of the Florida East Coast Railway. Additionally, he is recognized as a co-founder and significant investor in the cities of Miami and Palm Beach, Florida.

John Davison Rockefeller Sr. (July 8, 1839 – May 23, 1937) was an American businessman and philanthropist, regarded as one of the wealthiest individuals in American history. Born into a large family in Upstate New York, he experienced multiple relocations before finally settling in Cleveland, Ohio. At the age of 16, he began working as an assistant bookkeeper and entered various business partnerships starting at 20, focusing on oil refining. In 1870, he established the Standard Oil Company, which he managed until 1897 while remaining its largest shareholder. Upon retirement, he dedicated his resources and efforts to philanthropy, particularly in the fields of education, medicine, higher education, and the modernization of the Southern United States.
