The Western Pacific Railroad Corporation was established on June 6, 1916, as part of a significant reorganization of the original Western Pacific Railway. The predecessor company, which had successfully completed its “Feather River Route” in 1909 to challenge the Southern Pacific, faced financial difficulties due to high construction costs and inadequate traffic. Consequently, it went into receivership on June 28, 1916. The new corporation took control of the assets on that day, with the objective of stabilizing the line’s finances and expanding its reach into Northern California and Salt Lake City.

Under the leadership of its first president, Charles M. Levey, the reorganized corporation embarked on an aggressive expansion program to establish a more robust traffic base. By eliminating previous charter restrictions, the company acquired several feeder lines. Notably, in 1917, it acquired a 75% stake in the Tidewater Southern Railway, and shortly thereafter, it acquired the Sacramento Northern Railway. This strategic acquisition transformed the Western Pacific from a struggling single-line carrier into a more competitive regional system. This transformation laid the foundation for its continued success until its eventual merger into the Union Pacific Railroad in 1982.
