State(s): Massachusetts

Specimen Certificate of Title for the Commonwealth of Massachusetts Registry of Motor Vehicles. Similar to SE4551.

The Massachusetts Registry of Motor Vehicles (RMV), a state agency under the Massachusetts Department of Transportation (MassDOT), is responsible for maintaining public safety. Its primary functions include overseeing the registration and titling of motor vehicles, licensing drivers, and enforcing Chapter 90 of the Massachusetts General Laws to ensure all motorists meet competency standards. Beyond basic licensing and registration, the RMV also manages disability parking placards, vehicle inspections, and collects fees for various motor vehicle infractions.

To enhance customer service, the RMV has modernized its approach by offering over 60 online transactions through its Online Service Center. This allows residents to renew licenses, cancel plates, and pay citations conveniently from home without visiting a physical office. For tasks requiring in-person visits, such as learner’s permit exams or REAL ID applications, the agency has implemented an appointment system with dedicated service hours for seniors and persons with disabilities.

The RMV has a rich history, dating back to 1903 when Massachusetts made history by becoming the first state in the nation to issue official automobile license plates.
