He was Assistant Postmaster General of the United States during Grover Cleveland's first administration (1885โ€“1889) and 23rd Vice President of the United States (1893โ€“1897) during Cleveland's second administration. In 1900, he was the unsuccessful Democratic candidate for Vice President on a ticket with William Jennings Bryan.
