Paper currency first emerged in Tang dynasty China during the 7th century. However, genuine paper money didn’t appear until the 11th century, during the Song dynasty. Later, it spread throughout the Mongol Empire or Yuan dynasty China. European explorers like Marco Polo introduced the concept to Europe in the 13th century. Napoleon issued paper banknotes in the early 1800s. Initially, cash paper money served as receipts for value held on account, known as “value received.” It should not be confused with promissory “sight bills,” which were promises to convert at a later date.

Over time, the perception of banknotes as money has evolved. Initially, money was based on precious metals. Banknotes were sometimes viewed as IOUs or promissory notes, promising to pay in precious metals upon presentation (see representative money). Despite this, they were widely accepted for convenience and security, particularly in London, from the late 1600s onwards. With the removal of precious metals from the monetary system, banknotes transformed into pure fiat money.
