Ferrocarriles Nacionales de México, commonly referred to as N de M and particularly known in its later years as FNM, served as Mexico's state-owned railroad company from 1938 until 1998. Before 1938, during the regime of Porfirio Díaz, it was a significant railroad under government control that connected Mexico City with major cities such as Ciudad Juárez, Nuevo Laredo, and Matamoros along the U.S. border. The inaugural train service from Mexico City to Nuevo Laredo commenced in 1903. The origins of rail transport in Mexico can be traced back to the concessions awarded by Maximilian I of Mexico, primarily to foreign enterprises, and were furthered by Benito Juárez.

In 1898, José Yves Limantour put forward a proposal for a system of concessions for railway companies concerning the future lines to be constructed from 1900 onwards. That same year, the Secretariat of the Treasury enacted the first General Railway Law. This legislation established a framework in which concessions would be granted to companies for the construction of railway lines, contingent upon their fulfillment of the economic requirements of the nation and their ability to connect the interior of the Republic with its key commercial ports.
