The Florida State Turnpike Authority, established on June 11, 1953, by the Florida Legislature, was created under the Turnpike Authority Act signed by Governor Dan McCarty. The Authority’s primary objective was to plan, design, and construct a bond-financed toll road network in response to the unprecedented post-World War II population growth and booming tourism that severely congested South Florida roads. Led by Chairman Thomas B. Manuel, widely regarded as the “Father of the Turnpike,� the agency embarked on its foundational project: a 110-mile limited-access highway stretching from Miami to Fort Pierce. Initially named the Sunshine State Parkway, this historic roadway officially opened to motorists on January 25, 1957, significantly enhancing regional connectivity.

Operating independently for 16 years, the agency functioned much like a private business, efficiently managing and expanding the highway system. Under its supervision, the turnpike expanded inland to Orlando and was completed up to Wildwood by 1964, providing a crucial transport corridor just before the construction of Walt Disney World. However, the Authority’s era of independent governance came to an end in July 1969 when it was disbanded under the State Government Reorganization Act. Its responsibilities and operations were officially absorbed into the newly established Florida Department of Transportation (FDOT), paving the way for further structural transformations that eventually led to the creation of modern entities like Florida’s Turnpike Enterprise.
