It functions as a subsidiary of Avis Budget Group, which also encompasses Budget Rent a Car, Budget Truck Rental, and Zipcar. Avis Budget Group oversees the Avis brand in various regions, including South Africa, North America, South America, India, Australia, and New Zealand. In 2011, Avis expanded its operations by acquiring Avis Europe plc, which had previously held a license for the Avis brand. 

Traditionally, Avis has primarily provided vehicles from General Motors (GM), such as Chevrolet and Cadillac. However, its rental fleet now features popular non-GM brands like Ford and Toyota. Avis caters to both business travelers at major airports globally and leisure travelers at off-airport sites, many of which are run by franchisees rather than being directly owned by the company. Notably, Avis was the pioneer in establishing a car rental service at an airport. In January 2013, Avis announced its acquisition of Zipcar for $491 million.
